Understanding the Human Tissue Authorities role in the Post Mortem sector

The Human Tissue Authority (HTA) regulates organisations that remove, store and use tissue for post-mortem examination, medical treatment, research, teaching and display in public. Making sure human tissue, cells and organs are handled with dignity, used with consent and stored safely, is at the heart of what we do.

This talk will explore the role of the HTA in regulating the Post Mortem sector within England, Wales and Northern Ireland. The discussion will cover a brief history, the Human Tissue Act 2004 legislation, the HTA’s regulatory framework and the regulatory tools and activities we have developed in this diverse sector.  

We regulate in an environment of ongoing change, technical advances and challenges. We will share how the HTA reflects on lessons learned to achieve our aim, of being an excellent, modern and accountable regulator dealing proportionately with the sector, whilst supporting licensed establishments to achieve the set standards.

  • Dr Caroline Beckett

    Dr Beckett began her career as a researcher scientist after obtaining a degree and PhD in Neuroscience at the University of Leeds. She went on to contribute to a number of high profile studies within the Neurodegeneration field, before moving into the pharmaceutical industry. As a Senior Molecular Pathologist in a drug hunting team at Eli Lilly, Dr Beckett worked on preclinical studies in Alzheimer’s disease and Parkinsons disease. She performed complex research on human samples obtained from deceased donors. Eight years ago, driven by her passion for the sciences and an in depth understanding of the importance of human tissue donation, she transitioned into the Regulatory sector at the Human Tissue Authority (HTA).

    Currently, Dr Beckett is a Regulation Manager working across all Human Tissue Act sectors to regulate establishments that work under the legislation. With a blend of hands-on scientific experience and regulatory insight she plays a role in overseeing compliance, shaping regulatory frameworks and is dedicated to ensuring that human tissue, cells and organs are handled with dignity, used with consent and stored safely.

  • Dr Esther Youd

    Dr Esther Youd is an autopsy pathologist at the University of Glasgow, with particular interest in sudden cardiac death, maternal death and medical education. She is Chair of the RCPath Death Investigation Committee, Chair of the UK Cardiac Pathology Network, and reviews maternal deaths for MBRRACE-UK. She is the RCPath Clinical Director for Digital Pathology Education, a role which encompasses oversight of the Pathology Portal. She is external examiner at Queen Mary University of London and an examiner for the RCPath CHAT exam.
